Redevelopment of historic Balzer Wagon Works preserved a landmark building in downtown Sheboygan. Located on Pennsylvania Avenue, the conversion to family housing took place in 1992. Balzer now offers 14 apartment homes bringing renewed activity to the central business district. The development represents an investment of over $390,000 by Heartland and is an important part of the city's broader effort to revitalize the downtown.
