| Liberty Place was the subject of a 1998 study by Rutgers University that explored successful examples of private sector involvement in providing special needs housing. Residents served by the development have a wide range of physical and mental challenges, including cerebral palsy, Down's syndrome, and seizure disorder. One resident is blind. Prior to Liberty Place, housing opportunities were limited for these individuals and generally included group homes. Residents are now leading productive, independent lives working at such locations as Hardees, Kwik Trip, local supermarkets and the non-profit Opportunity Center. As noted by Rutgers, "(Liberty Place) is an example of the valuable contribution which local companies (Alliant Energy) can make in providing affordable housing to people with developmental disabilities."
